You are invited to share your views on Persimmon Homes North West's proposals for a high-quality residential development on land east of Windlehurst Road, High Lane, Stockport.

 

The site, approximately 29.36 acres (11.88 hectares) in size, is located on land to the east of Windlehurst Road, High Lane in the borough of Stockport. The development will help deliver much-needed new homes to support Stockport’s housing requirements, including affordable homes for the local community.

 

Persimmon Homes North West is proposing a range of high quality new homes suitable for families, young professionals and older residents. The development would include affordable homes, public open space, play areas, and associated infrastructure to create a sustainable and attractive environment.

 

Our vision is to develop a scheme that is sympathetic to the character of the site, whilst also creating a high-quality, walkable neighbourhood which is sustainable and well connected to local services and the wider community.

 

This website gives you the opportunity to view the emerging proposals and provide your feedback. Following this consultation, an outline planning application will be prepared and submitted to Stockport Council. Once the application is validated, the Council will carry out its own statutory consultation, offering you another chance to comment.

The Site

 

The site is approximately 29.36 acres (11.88 hectares) and is positioned between High Lane to the south, and Marple to the northeast.

 

The site is bounded by the settlement edge to the south, Windlehurst Road to the west, Macclesfield Canal to the east and Doodfield Works to the north. 

 

It comprises two irregularly shaped land parcels of managed grassland fields, divided by a linear track that serves as a Public Right of Way connecting Windlehurst Road to the Grade II listed Bancroft’s Bridge on the Macclesfield Canal.

The northern field features a pond along its north-western edge and is dotted with scattered mature trees. To the southwest, the site borders a stretch of single-storey bungalows along Windlehurst Road separated from the site by tall boundary vegetation.

To the north, the site is separated from Doodfield Works by a dense line of trees, hedgerow and an area of woodland.

​

The Macclesfield Canal and its towpath to the east of the site, forms part of the Cheshire Ring Canal Walk. This canal corridor is designated as a conservation area and includes several Grade II listed bridges.​

Site Sustainability

The site is well connected to High Lane, and benefits from easy access to public transport and strategic highway links within proximity of the site.

 

There are numerous bus stops and routes located within proximity of the site. Along Windlehurst Road, the 394 bus service operates from Stepping Hill Hospital to Glossop Town Centre, where it also offers connections to local nearby towns of Hazel Grove and Marple, which is served by two railway stations. South of the site along Buxton Road, there are multiple bus services in operation, most notably the 199 – which offers connections both to and from Buxton and Manchester Airport.

Various High School buses also operate in the area, offering transport to and from both Hazel Grove and Marple Hall High School.

 

Middlewood Railway Station is also available via a 7-minute drive, where there are services provided twice an hour in both directions. Destinations include Manchester Piccadilly, Stockport and Buxton.

 

Local pedestrian and cycle connections, include:

  • The canal towpath along the Macclesfield Canal and the route through Middlewood Way (NCN55) offer pedestrian and cycle links extending through Macclesfield and Marple.

​

  • Various Public Rights of Way surround the site and feed into the existing footway network adjoining the nearby residential areas.

 

The site is connected the Buxton Road (A6) via a link from Windlehurst Road. Buxton Road forms part of the A6 and is one of the main north-south roads in the UK. Offering local connections to Stockport, Buxton and Manchester, as well as further afield opportunities spanning from Luton to Carlisle.

 

There are numerous schools within proximity to the site, these include Windlehurst School (approximately 700m, a 10-minute walk) and High Lane Primary School (approximately 850m, a 13-minute walk).

 

Planning Context

This site is within the Green Belt and through our own assessments is considered to be entirely Grey Belt land.

 

Stockport Council have calculated that there is a local housing need for 1,870 homes per year. The Council are currently consulting on the Draft Stockport Local Plan, and over the plan period of 17-years there is a need for 31,790 homes. The Draft Stockport Local Plan is planning to meet just 80% of the Borough’s local housing need and is curtailing the release of Green Belt sites.

 

The Council have also identified a shortfall of 1,305 affordable dwellings per year.

 

Whilst the site is not identified as a draft allocation in the Draft Stockport Local Plan, it is entirely suitable for residential allocation having been assessed as Grey Belt. Persimmon Homes are actively promoting the site as a suitable housing allocation; however, the Stockport Local Plan is still some years from adoption.

 

Given the existing and continued need for this site to start delivering new homes, including affordable homes, it represents a logical choice for a planning application at this time to support the Council’s housing land supply for the delivery of both market and affordable homes.
